THE VILLAGE OF MONTROSE
BYLAW #541
A BYLAW TO AMEND
OFFICIAL COMMUNITY PLAN BYLAW #504.
WHEREAS
the Council of the Village of Montrose
adopted an Official Community Plan in 1997;
AND
WHEREAS the Official Community Plan establishes
Council’s policies on land use matters;
AND
WHEREAS section 878 of the Municipal Act (RS Chapter 323) allows
the inclusion of policies relating to social needs, social well-being and
social development;
AND WHEREAS the Council has consulted the community and
the community has encouraged the Council to incorporate policies relating to
the social needs, social well-being and social development of the Village of
Montrose in the Official Community Plan;
NOW THEREFORE, the
Council of the Village of Montrose, in open meeting assembled, ENACTS AS
FOLLOWS:
SHORT TITLE
1. (1) This Bylaw may be cited as the "Official
Community Plan Amending Bylaw - Social Policies".
AMENDMENT
2. (1) Schedule “A” of Bylaw #504 is hereby
amended by adding the following sections and subsections:
2.5 SOCIAL OBJECTIVES
With only limited commercial activities and no industry
located in the municipality, the community’s public buildings and services play
a significant role in sustaining and nurturing the sense of community in Montrose.
Objective 1 - Public Buildings
To preserve and expand the use of existing public
buildings in the community.
Objective 2 - Education & Recreation
To support family and community links through the
provision of education and recreation services in the community.
Objective 3 - Transportation
To provide a viable alternative to the use of private
motor vehicles as a means of transport for work and shopping purposes, and to
provide a effective means of transportation for citizens who rely on public
transportation.
3.8 POLICIES CONCERNING
THE SOCIAL NEEDS, SOCIAL WELL-BEING AND SOCIAL DEVELOPMENT OF THE COMMUNITY
Policy 1 - Post Office
It is the policy of Council to cooperate with Canada
Post, other agencies of government and the private sector to secure the
retention of the post office as an essential service in the community.
Policy 2 - School
It is the policy of Council to cooperate with
Kootenay-Columbia School District No 20, governments at all levels and their
agencies, community organizations and business to secure the retention of the
Montrose School and to expand its use as a comprehensive community education
and resource centre.
Policy 3 - Recreation
It is the policy of Council to cooperate with the
Kootenay-Boundary Regional District, the Beaver Valley communities and Montrose
community organizations to define and construct and maintain a new
multi-purpose community recreation facility in Montrose to serve the citizens
of Montrose and the Beaver Valley communities.
Policy 4 - Transit
It is the policy of Council to cooperate with the
Kootenay-Boundary Regional District, B.C. Transit and the private sector to
improve, enhance and develop an efficaacious and an effective transit service
as an alternate transportation to business and workplace destinations for those
citizens of Montrose with independent means of transportation and as a primary
means of transportation for those citizens of Montrose wholly dependent on
public transportation.
ENACTMENT
3. (1) If any section, subsection, sentence,
clause or phrase of this Bylaw is for any reason held to be invalid by the
decision of any court of competent jurisdiction, the invalid portion shall be
severed and the part that is invalid shall not affect the validity of the
remainder.
(2) This Bylaw shall come into full force land
effect on the final adoption thereof.
