A Regular Meeting of the Council of the Village of Montrose held in the Council Chambers on June 20, 2000.

                                    Mayor Walsh called the meeting to order at 7:00 PM.

                                    Delegations

Web Page                 A presentation by Ms. A. Bowles, representing the Beaver Valley Library, on the grant received for computer training. The BV Library is offering a web page design course and would like to link its planned web page to the proposed Village of Montrose web page.

                                    That Council proceed with the development of a web page for the Village of Montrose.

Water Meters            A presentation by Mr. W. Kissick, speaking in opposition to Council’s proposed water meter testing program.

D. Poole                     A presentation to advise Council about letters of apology received from children involved in the recent vandalism incident at Montrose park.

                                    That a letter be sent to the minister responsible for employment insurance in support of the West Kootenay Labour Council position.

BV Restructure          A report from the Hon. C. McGregor, Minister of Municipal Affairs, in the matter of municipal restructure alternatives for the Beaver Valley and its municipalities.

                                    Referred to next meeting for consideration.

BC Hydro Dams         Invitation to attend an information meeting on the B.C. Hydro Reservoir Operations, scheduled for June 29, 2000 at 11:45 a.m., at the Terra Nova Hotel in Trail.

                                    Councillors Benzer & Stone may attend.

BC Archives               A letter from G. A. Mitchell, Provincial Archivist, rejecting Council’s application for an Archives Assistance Program grant.

                                    Council requested additional information about the nature of the training assistance offered by the Provincial Archivist.

GTCHC                       An invitation to attend the groundbreaking ceremony for the new power plant project at the Trail Regional Hospital (June 24, 11:30 a.m.).

                                    Mayor Walsh will attend.

Child Services            A request from Ms. P. Kellett and Mr. J. McDermott in support of the child Services Equality Act and an early intervention fund.

                                    Council requested additional information about the nature of the support requested by Kellett and McDermott.

Premier’s Visit            An invitation to attend an Italian Banquet at the Italo Canadese Hall in Trail with Premier Ujjal Dosanjh (June 24, 2000 – 6:00 p.m.)

Paving Plan                Administrator – A memorandum with supporting report from Urban Systems Ltd. with recommendations for adjustments to the funding requirements for the 10-year paving program.

                                    That a reduction in the 2000 paving program not be considered as a first consideration in the event that the paving bids exceed the budgeted amount for the program.

Seniors Program        Administrator – A draft letter and list of organizational and operational questions for the Society of Seniors Caring About Seniors in Edmonton.

                                    Seconded by Councillor Benzer

                                    That the letter and questionnaire to the Society of Seniors Caring About Seniors be approved as amended.

Office Project            Administrator – A memorandum with recommendation for the postponement of the office entry way project.

                                    Moved by Councillor Stone

                                    That the office entry way project be cancelled for this year and reconsidered in the 2000 budget.

                                    CARRIED

                                    Council requested estimates to compare the cost of a window and a furnace mounted air conditioning unit at the fire hall.

Computers                Administrator – A memorandum with recommendation for the installation of a server to accommodate the accounting software in the Montrose Office.

                                    That the surplus server of the Rossland-Montrose computer agreement be installed in the Montrose office.

b)     high shrubs obstructing the vision for drivers near the Frontier Park intersection;

c)     school issue open house at the Montrose Hall on Thursday, June 29.

Councillor Parker       A verbal report on:

a)     inquiry to Cominco/Celgar on the possibility of using sludge from the Village sewage treatment plant;

b)     Townhall meeting issues;

c)     Parks Committee waiting for water park costs and concepts;

d)     suggesting one-way heading east on 12th along Frontier Park.

 

Councillor Dostaler   A verbal report on:

a)     complaints received about dog droppings, requesting information on the cost of dog-bag dispensers.

Mayor Walsh              A verbal report on:

a)     Thank you notes from graduates, requesting information on the cost of  annual presentations of T-shirt, pin & letters to Montrose graduates.

b)     Complaints received from neighbours about frequent and repeated intruder alarms at the fire hall.

c)     Vacation schedule - June 30 to July 5; July 15 to 23; August 4 to 9; August 18 to 27.
